Data: There are 100 case-patients and five fatalities of measles in Region X in one month, with an incidence of 90/10,000 persons.

Information: This is a 50% increase in measles over last year at this time.

Message 1: There is an epidemic of measles in Region X that requires immediate public health action. Every infant in Region X can be vaccinated for less money than it takes to treat the 100 case-patients and five fatalities.
